Listed on this page are several forms and publications of the Mobile County Merit System that you may find useful.

Forms
  • "Catastrophic Illness - Application for Donation of Leave" is the form needed if you have been classified as having a catastrophic illness or injury, have exhausted all accumulated leave (VA, SP and CT), and wish to receive donated leave.
  • "Catastrophic Leave - Transfer Authorization Form" is the form needed if you wish to donate accumulated leave to an employee who has applied for donation of leave for catastrophic illness.
  • "Change Request Form" is the form needed if an employee wishes to change their name or contact information that is on file with the Personnel Department. Please note that a name change request must be accompanied by a copy of the new social security card.
  • "Request for Injured with Pay is the form needed if you wish to request a leave of absence with pay, due to injury incurred while performing the duties of your position.
  • "Request for Absence with Leave without Pay" is the form needed if you wish to request a leave of absence without pay.
  • "Request for Active Military Leave/Military Training/Supplemental Military Pay" is the form needed if you wish to request a leave of absence for military training or active duty.
  • "Request for Maternity Leave" is the form needed if you wish to request a leave of absence for maternity issues. Please see the form for additional details.
  • "Request for Reinstatement (after resignation or pension)" if you are requesting to be placed on a list after resignation or pension, please click here: Re-Employment Opps Page to submit your request.
  • "Request to Change Employment Options Form" is the form needed if you are active on a current Employment Register or Re-Employment List and wish to change: a) your status from active to inactive; b) the type of employment you will accept; c) the jurisdictions where you will accept employment (Click here for instructions).
  • "Training Request Form" is required for any Merit System employee who wishes to enroll in a scheduled training session. See our Training section for more information.

Grievances - Rule 16

The purpose of this rule is to provide a meaningful and orderly procedure for the resolution of employee grievances. 

Simpy put, a GRIEVANCE is a complaint by an employee concerning reprimands, service ratings, attendance regulations, hours of work or working conditions.  Matters dealing with classification, pay, compensation or examination cannot be considered under grievance procedures. Any question as to what constitutes a grievance will be determined by the Director. A more detailed description of the Grievance process can be found in the Grievance Appeal Process, and the forms for filing Step 1 and Step 2 can be found in the Grievance Appeal Forms.

  • "Annual Report - DIGITAL" will give you the DIGITAL 2012 Annual Report for the Personnel Board.
  • "Annual Report - PDF" will give you the PDF 2012 Annual Report for the Personnel Board.
  • "Applicant Guide" - please read prior to completing any application submitted to the Mobile County Personnel Board.
  • "Employee Manual" is the booklet distributed to all new employees of the Mobile County Merit System.
  • "Job Classification and Compensation Plan for Mobile County Personnel Board" - This report is a result of a study completed by Condrey & Associates in September 2007.
  • "Laws and Rules" will take you to a separate page that will give you the Act that formed our Civil Service Merit System, and the Rules that govern it.
  • "Newsletter - DIGITAL" will show you current news and information that you need to know, in a flip-book format.
  • "Newsletter - PDF" will show you current news and information that you need to know, in PDF format.
  • "Pay Plan" will give you the monthly minimum to maximum pay for classifications in each jurisdiction in PDF format.
  • "Pay Tables" will give you the pay table for each jurisdiction in PDF and Excel formats. These tables show the hourly, yearly, overtime, etc., pay rates for each pay grade and step available. Also available is a listing of the pay periods for the current year for each jurisdiction in PDF format.
  • "Top Reasons for Disqualifications" is a PDF document that lists the top reasons applicants are disqualified because certain information was not submitted.
  • "Typing Test Information" Applicants for clerical/secretarial positions must have a passing score on typing exams given by Mobile County Personnel Board before submitting an application. Typing exams are administered from 8:30 a.m. to 4:30 p.m. Monday through Friday on a "first-come, first-served" basis. One typing exam per calendar month is allowed. Typing test scores are valid for one year. The Mobile County Personnel Board office is located at 1809 Government Street, Mobile, AL 36606.
